On the Home ribbon in PowerPDF, click on Bookmarks
Click the + sign and type in the name of the bookmark. Don’t worry about where it is supposed to “point” to right now, just create all your bookmarks.
If you have to rename a bookmark, or delete it, just RIGHT click that particular bookmark and choose one of the options, such as Cut, or Rename Bookmark
Once you have all your bookmarks set up, click on the first one.
In your document, scroll to the place where you want that bookmark to go TO.
RIGHT click that bookmark, and choose Set Destination.
